Ruthie has a long history of community involvement. Both of her parents were very involved in their community and Ruthie is continuing this tradition of giving to the community. Ruthie Stone Kuhlman was born in Knoxville, Tennessee, on May 19, 1954 to Thomas Stokely and Joan Allen Stone. Thomas Stokely Stone, Ruthie's father, was President of T.S. Stone, Co; was instrumental in the 1982 World's Fair; served as Chairman of the Chamber of Commerce; was on the founding board of Club LeConte; was the first chair of the Knoxville Metropolitan Airport Authority; and was a board member of Valley Fidelity Bank (now First Tennessee). Joan Allen Stone, Ruthie's mother, was a Housewife, chair for the Sequoyah Hills Dogwood Trail, over all Trails Chair for the Dogwood Arts Festival, and Commissioner of MPC. Ruthie attended Miss Elgin's Kindergarten (now Thackston School), Sequoyah elementary, Tyson Junior High, West High, Sullins College, and UT. She has a Liberal Arts degree. Ruthie married Russell Briscoe Kuhlman on October 14, 1978. Russell is VP of Sales at Retractable Technologies, and is on the Board of Old Grey Cemetery. Ruthie and Russell have two children, Juila Hannah and Russell Briscoe, JR. Hannah married Matthew Keith Gard on September 24,2005, and she is a manager with Tuesday Morning. Matt is in pawn and internet sales. Russell Briscoe is in the U.S. Air Force Reserves and is finishing a degree in Criminal Justice at ETSU. Ruthie is very involved in our community. She has participated in the Girl Scouts, not only as a Girl Scout but also as Girl Scout Leader and Girl Scout Cookie Chair. She has served on the Teen Board of Knoxville, and has been involved in the March of Dimes and the Sertoma Center. Ruthie has served as a Lifeguard, Deacon and Elder of the Second Presbyterian Church, Board member of the Second Presbyterian Pre-school, and KPSHA board member in charge of PR. She is currently a Delegate and the Treasurer for Precinct 24Q. Ruthie's work experience has been that of legal secretary with an oil and gas company, teller/senior teller with First American/AM South, executive secretary to the Director of Public Affairs and the Deputy to the Mayor with the City of Knoxville, and PR and Marketing Director for the Dogwood Arts Festival. Ruthie is currently caring for her husband's cousin who has alzheimer's. Ruthie wants to continue serving her community as County Commissioner for District 4, Seat A. she would appreciate your comments, help, and support as she seeks yet another way to give back to her community.
